Vietnam’s $136.3 Billion Power Development Plan (PDP8): Solar Energy Takes the Lead in Energy Transition


On April 15, 2025, the Vietnamese government officially approved the revised Power Development Plan VIII (PDP8), signaling a significant step toward the country's long-term goals of energy security and green transformation. With a total investment of approximately $136.3 billion by 2030, the plan marks a major shift in the national energy mix—most notably by elevating solar energy as the leading power source.


Key Targets and Structural Shifts

  • Total Installed Capacity to Reach 236 GW

    Representing a 50% increase over the previous version of the plan, PDP8 outlines an ambitious scale-up in generation capacity to meet future demand.


  • Solar Power Becomes Vietnam’s Largest Power Source

    By 2030, solar energy is projected to account for over 25% of the nation’s electricity supply, overtaking coal for the first time. This cements solar power as the cornerstone of Vietnam’s renewable energy strategy.


  • Shift in the Role of Fossil Fuels

    Liquefied Natural Gas (LNG) is expected to make up 12.3% of the energy mix, while coal’s share will be reduced to 16.9%, continuing its downward trend.


  • Nuclear Energy Included for the First Time

    PDP8 introduces nuclear power into Vietnam’s long-term energy vision, with the first plants expected to become operational between 2030 and 2035. The planned capacity ranges from 4 to 6.4 GW, and Hungary has pledged to help train 1,000 Vietnamese nuclear specialists.


  • Wind Power Re-Enters the Agenda

    While offshore wind projects have yet to launch, initial deployment is slated for 2030–2035. For now, the country will continue to rely on onshore and nearshore wind power as transitional sources.


  • Export-Oriented Strategy for Renewable Energy

    Vietnam aims to export 400 MW of renewable electricity to Cambodia by 2030, with plans to supply 5–10 GW to Singapore, Malaysia, and other neighboring countries by 2035. This reflects a broader strategy to position Vietnam as a regional clean energy hub.
