
Recently, according to the Chongqing Municipal Bureau of Planning and Natural Resources, the Times-Changan Power Battery Plant Project—the first project in the Chongqing section of the Sichuan-Chongiang Gaozhu New Area—obtained its land use planning permit and real estate title certificate in just three days, further improving project implementation efficiency.
It is reported that after the enterprise signed the land transfer contract, it obtained the land use planning permit on March 25 and completed the real estate title certificate upon full payment of fees on March 27. Public information shows that the Times-Changan Power Battery Project is a joint investment by CATL and Changan Automobile, with a total investment of approximately 5.5 billion yuan and a land area of about 1,000 mu. Upon completion, the project will build a new power battery production base with an annual capacity of 25 GWh, supporting brands under Changan Automobile including Avatr, Deepal, and Qiyuan, with an estimated annual output value of about 10 billion yuan. In addition, on November 10, 2025, the expansion project of Phase I of Times-Changan was inaugurated at the Yangtze River Industrial Park in Yibin City, Sichuan Province. The expansion project involves a total investment of 6 billion yuan and plans to build a power battery capacity of 30 GWh.
It is noted that Phase I of the Times-Changan project was officially put into operation in November 2023, accumulating extensive experience for the expansion project. As an extension of the company’s Phase I project, the Phase I expansion marks a new stage for Times-Changan in the field of new energy power batteries. According to previously disclosed information by CATL, to meet sustained global demand growth, the company is accelerating capacity expansion, with its total planned capacity reaching the terawatt-hour (TWh) level.
By the end of 2025, the company’s total operational capacity reached 772 GWh, with 321 GWh of capacity under construction. It is steadily advancing projects including the Zhongzhou Base, Jining Base, Fuding Base, Liyang Base, Yibin Base, Hungarian factory, and Indonesia battery industrial chain projects.
