France Publishes 2026 Wind and Solar Auction Calendar, Expands Scope of PV Tenders

The French government has released its auction calendar for wind and solar energy projects in 2026, outlining plans to expand photovoltaic (PV) deployment and strengthen domestic and European supply chains.

A tender for commercial and industrial (C&I) PV systems with capacities between 100 kW and 500 kW is scheduled for July 2026, with a total allocation of 288 MWp. In a notable shift, this round will, for the first time, include ground-mounted installations, expanding beyond its previous focus on rooftop systems.

Also in July, authorities will launch a separate tender for ground-mounted PV projects exceeding 500 kW, targeting a total capacity of 925 MW. In parallel, the government is developing procedures for a technology-neutral PV tender covering all system types, with publication expected in autumn 2026.

As part of broader efforts to enhance industrial resilience and energy sovereignty, France has revised its PV tender framework to promote more competitive projects supported by a diversified supply chain. A new “resilience criterion” will be introduced in the upcoming tender rounds.

Under this criterion, a defined share of key PV panel components must be sourced from diversified suppliers, reducing reliance on any single third country, including China. Over the medium term, the government plans to complement this requirement with stricter sustainability and cybersecurity standards.

These measures are aligned with the European Union’s Net Zero Industry Act (NZIA), which seeks to accelerate the localization of low-carbon technology manufacturing within Europe.
