Driven by the dual goals of "carbon peak & neutrality" and the development of new power systems, Chongqing—a major industrial base and energy consumer in Southwest China—is accelerating its energy transition through forward-thinking top-level design and market mechanisms.
With over 20 million square meters of rooftop space on urban and rural buildings, the city is vigorously implementing its "Million-Kilowatt Rooftop Distributed PV" initiative. To date, 16 districts and counties have been designated as national pilot zones for county-wide rooftop distributed PV development, propelling the city's total installed PV capacity to surpass the 5GW milestone. In 2025 alone, Chongqing added 2.75GW of new PV capacity, marking an 80.05% year-on-year increase. Notably, commercial and industrial distributed PV contributed 1.79GW, accounting for over 60% of this growth and serving as the core engine.
The new energy storage sector in Chongqing has also seen rapid advancements, with the formation of specialized industrial clusters in areas like Tongliang District and Liangjiang New Area. According to local plans, the city's cumulative installed capacity for new energy storage is targeted to reach 2.2GW by 2027 and 3GW by 2030.
Furthermore, Chongqing is actively promoting application scenarios such as virtual power plants, source-grid-load-storage integration, and direct green power trading. These initiatives are crucial steps toward solving the challenge of renewable energy consumption and empowering a green, low-carbon transition.
