
Romania installed 2.2 GW of new solar capacity in 2025, according to data released by the Romanian Photovoltaic Industry Association (RPIA), marking the country’s third consecutive year of strong growth in the solar sector.
The latest additions represent a significant increase from the 1.7 GW installed in 2024 and bring Romania’s total cumulative solar capacity to more than 7 GW. RPIA estimates that residential and commercial and industrial (C&I) installations each account for close to 1.8 GW of installed capacity, while utility-scale projects make up approximately 3.5 GW.
Of the capacity added in 2025, around 1 GW came from prosumers, with the remaining 1.2 GW delivered through utility-scale developments. RPIA attributes the continued expansion of the residential and C&I segments primarily to subsidy schemes supporting upfront installation costs, funded through the National Recovery and Resilience Facility and the Modernisation Fund.
“The distributed generation segment was strongly shaped by the 2022 energy crisis, which reinforced solar’s role as a cost-effective, competitive and sustainable solution against price volatility,” said Irene Mihai, policy director at RPIA. “Looking ahead to 2026, we expect the market to remain driven by the same factors.”
Romania’s utility-scale solar market recorded particularly strong momentum in 2025, with the 1.2 GW installed almost doubling the 613 MW added in 2024.
In parallel, Romania announced a transition to a first-come, first-served system for capacity allocations through tenders in 2025, with the first auction expected to take place in the second half of the year.
On the regulatory front, Romania became an observer member of the Association of Issuing Bodies (AIB) in 2025 and is targeting full membership by January 2027. The move is intended to enable guarantees of origin to be traded internationally, a development that is expected to strengthen the country’s power purchase agreement (PPA) market.
To date, Romania has recorded 29 signed PPAs, including 15 solar agreements, 12 wind contracts and two hybrid solar-wind deals.
