Germany Adds Around 17.5 GW of New Solar PV Capacity in 2025

Germany installed approximately 17.5 GW of new solar photovoltaic (PV) capacity in 2025, broadly in line with the 17.7 GW added in 2024, according to preliminary analysis from the German Solar Association (BSW-Solar).


Final installation figures have not yet been published, as newly commissioned PV systems can be reported to the Market Master Data Register up to four weeks after installation.


Capacity additions varied notably across market segments. Ground-mounted solar parks accounted for around 8 GW of new capacity, while large rooftop systems contributed approximately 3.7 GW. Residential rooftop installations added about 5.2 GW, and plug-in balcony PV systems contributed roughly 500 MW.


BSW-Solar said installations of solar parks and balcony-mounted systems increased by around 25% year on year. In contrast, commercial and industrial rooftop systems larger than 30 kW declined by approximately 5%.


Demand from private households and small businesses weakened more sharply. Rooftop PV systems up to 30 kW fell by around 25% compared with 2024, when installations in this segment reached 6.8 GW.


Overall, BSW-Solar said the pace of solar PV expansion slowed in 2025. Germany has set a target of reaching 215 GW of installed PV capacity by 2030, which would require annual capacity additions of around 20 GW in the coming years. With total installed PV capacity now estimated at about 118 GW, the country has achieved roughly 55% of its 2030 target.
