Chinese Firm Plans Large-Scale Solar Panel Manufacturing Plant in Pakistan

China’s Hebei Juhang Energy Technology Group Co., Ltd. is planning to establish a large-scale solar panel manufacturing facility in Pakistan, according to recent discussions with Pakistani authorities.
A company delegation led by Chairman Wang Jianbin, accompanied by representatives from the China–Pakistan Business Forum, met last week with Pakistan’s Federal Minister for the Board of Investment (BOI), Qaiser Ahmed Sheikh, along with other BOI board members.
According to a statement released by Pakistan’s Ministry of Information and Broadcasting, the Chinese delegation proposed developing a solar panel manufacturing plant aimed at serving both domestic demand and export markets. The delegation also expressed strong interest in investing billions of U.S. dollars in Pakistan’s solar energy sector and related high-tech industries.
The BOI welcomed the proposal and informed the delegation that the Pakistani government is prepared to allocate up to 6,000 acres (approximately 2,428 hectares) of land for investment projects. Officials also highlighted the country’s special economic zones, which offer incentives such as a zero income tax rate for the first ten years of operation.
Minister Sheikh called for the accelerated preparation of feasibility studies and the development of joint venture agreements to move the proposal forward.
Pakistan’s solar market has expanded rapidly in recent years. During fiscal year 2024, the country imported approximately 16 GW of solar panels, representing a 227% increase compared with the previous year, underscoring strong demand for solar energy infrastructure.
