Mexico’s CFE Launches Tender for 300 MW Puerto Peñasco Phase III Solar Project

Mexico’s Federal Electricity Commission (CFE) has launched a tender for the construction of the Puerto Peñasco Sequence III Photovoltaic Power Plant in Sonora. The project will add up to 300 MW of alternating current solar PV generation alongside 103 MW of battery energy storage with three hours of capacity.


The development is part of the country’s 2025–2030 National Electric System Expansion Plan and continues the buildout of the Puerto Peñasco solar complex. Once all phases are complete, the plant will reach 1,000 MW of alternating current capacity with up to 271 MW of storage.


According to CFE, bids must be submitted by October 20, with final offers due on November 14. Participants are required to demonstrate experience in the engineering, construction, and commissioning of both photovoltaic power plants and storage systems.


Phase III follows the completion of Sequences I and II, which together total 420 MW of PV capacity and 72 MW of storage.


The investment for Sequence III is estimated at $270 million. Construction is expected to be completed with commissioning by December 2027.
