Saudi Arabia Launches Qualification Round for 5.3GW of New Renewable Energy Projects

The Saudi Power Procurement Company (SPPC) has issued a request for qualifications (RFQ) for the delivery of 5.3GW of new renewable energy capacity, including 3.1GW of solar power projects.

Solar Projects in Focus

As part of the RFQ, SPPC is seeking vendors, contractors, and suppliers for five approved solar projects:

· Tarbajal Portfolio – Two projects totaling 1.4GW

· Mawqaq Project – 600MW

· Tathleeth Project – 600MW

· South Al Ula Project500MW

Wind Energy Development

SPPC is also inviting applications for two major wind projects:

· Blighah Wind Project – 1.3GW

· Shagran Wind Project900MW

The company aims to finalize successful applicants by 29 September 2025.

Part of the National Renewable Energy Program (NREP)

These initiatives fall under the seventh round of the National Renewable Energy Program (NREP), which has already resulted in power purchase agreements (PPAs) for more than 38GW of renewable energy capacity. The program supports Saudi Arabia’s ambitious goal of raising the share of renewables in the national energy mix from 0.5% in 2022 to over 30% by 2030.

In earlier rounds, the fifth round of the NREP attracted bids for 3.6GW of solar capacity, while SPPC signed PPAs for an additional 12GW of solar capacity in July 2025.

Growing Solar Supply Chain in the Kingdom

Saudi Arabia is also making strides in its upstream solar sector, as manufacturers expand into the Middle East in response to tighter U.S. antidumping and countervailing duties (AD/CVD). This year, GameChange Solar (U.S.) and TrinaTracker (China) both advanced plans to establish manufacturing plants in the Kingdom, strengthening local supply chain capabilities.
