Solar Dominates Netherlands' SDE++ 2024 Subsidy Awards

The Netherlands recently closed its 2024 SDE++ renewable energy subsidy round. 


The state-run agency Rijksdienst voor Ondernemend Nederland (RVO) had initially reserved a budget ceiling of €11.5 billion for this round. However, due to a decline in application volumes, the total subsidies allocated to winning projects ultimately amounted to €5.6 billion. 


The 2024 subsidy round granted 629 projects with a combined renewable energy capacity of 2.084 GW. Solar PV accounted for the lion's share at 1.792 GW, comprising:1.237 GW of ground-mounted PV;448 MW of rooftop PV;107 MW of floating PV.


The next subsidy round is scheduled to launch in October 2025 and the government has allocated 8 billion euros to it.


To mitigate recurring negative electricity prices affecting solar and wind projects, the Dutch government plans to introduce Contracts for Difference (CfD) for solar and onshore wind by 2027. This mechanism aims to provide more reliable financial support compared to the current SDE++ framework.


Meanwhile, the Dutch government may set a CO₂ limit for solar panels in SDE++ from 2026. It’s consulting the sector on using a 550 kg CO₂/kWp threshold based on environmental product declarations.
