The Philippines Department of Energy (DOE) has officially launched the fourth round of its Green Energy Auction Program (GEA-4), aimed at accelerating the development and integration of renewable energy across the country.
The procurement process began with an initial notice issued on March 29, 2025, followed by advisory updates released on May 28 and June 11. On June 13, the Energy Regulatory Commission (ERC) published the Green Energy Auction Reserve Prices, setting the maximum bid prices for participating developers in GEA-4.
Registration for qualified suppliers opened on June 16 and will close on June 20. According to the DOE, the auction process includes a detailed timeline: pre-bid evaluations will be conducted from June 23 to June 27, with notification of qualified bidders expected by July 2. A pre-bid conference is scheduled for July 25 to July 28, while submission of bid bonds is set between August 12 and August 27. The auction itself will be held on September 2.
Bid validation will take place from September 11 to September 17, followed by the approval and issuance of subscription offers by September 30. The entire award process, including the DOE Secretary's final approval and issuance of certificates, is expected to conclude by January 9, 2026.
GEA-4 will offer over 10 GW of solar and wind capacity, with projects expected to achieve commercial operations between 2026 and 2029. The DOE said the auction is intended to boost the share of renewable energy in the national power mix, enhance grid reliability, and strengthen the country’s energy security.
The department emphasized its commitment to conducting a transparent and competitive procurement process to attract investment and support the Philippines’ transition to a sustainable energy future.
Earlier this year, the third round of the Green Energy Auction (GEA-3) received 7.5 GW in bids—driven largely by interest in pumped-hydro storage—far exceeding the government’s original 4.65 GW target.
