
China New Energy Industry International Cooperation Alliance
General Provisions
Article 1. To implement the work deployment of the Ministry of Industry and Information Technology on "Multiple Measures to Help SMEs Go Global", further promote the requirements of industrial circle building and chain strengthening and the integrated development of large, medium and small enterprises, the Ministry of Industry and Information Technology's Small and Medium Enterprise Development Promotion Center and the China Association for International Cooperation of Small and Medium Enterprises jointly issued the "Notice on Organizing and Implementing the Wanfan Yunhai Action of China's Small and Medium Enterprises Going Global".
In order to avoid vicious competition and promote international cooperation in new energy industries such as wind power, photovoltaics, energy storage, and new energy vehicle charging piles, it is planned to be led by Hunan Hongyuan Economic and Trade Research Institute under the guidance of the Hydropower Energy Industry Branch of the China Association for International Cooperation of Small and Medium Enterprises to initiate the establishment of the "China New Energy Industry International Cooperation Alliance".
This alliance is a social non-profit organization that covers photovoltaics, energy storage, charging pile stations and other new energy production enterprises, construction general contractors and design, trade, construction, investment and financing, and law. In accordance with the Ministry of Industry and Information Technology's policy of integrated development with big hands holding small hands, it integrates upstream, midstream and downstream new energy enterprises, voluntarily participates, shares information, complements resources, and joins forces to go global. Based on the above guiding ideology, this convention is specially formulated.
Article 2, Alliance Purpose: With projects as the core, industries as the link, and interests as the leading factor, we will implement according to the rules of market behavior, integrate the "going overseas" enterprises in the new energy industry to develop in groups, become bigger and stronger, and build a Chinese industry brand.
Article 3, Development Goals:
(a) Guide alliance members to "go overseas" in groups, enhance the competitiveness and risk resistance of photovoltaic storage and charging energy enterprises in overseas markets, and promote alliance members to continuously improve their business level through mutual help, mutual learning, and mutual development.
(b) Actively promote mutual assistance and cooperation among alliance members, give play to the leading role of backbone enterprises, improve the supporting service capabilities of alliance member enterprises, promote mutual cooperation in the industrial chain, and achieve common development.
(c) Establish the overall image of Chinese enterprises overseas by guiding, coordinating, and standardizing the external business behavior of alliance member units.
Convention Principles
Article 4 Alliance members must abide by the following principles:
(a) Comply with policies and regulations and accept supervision and management. Comply with the laws and regulations of my country and the country (region) where they are located, comply with internationally accepted business practices, business rules and cultural customs, consciously accept government supervision, industry management, social supervision, compliance operations, and benign development.
(II) Adhere to honest management and create external brands. Adhere to honest management, innovate and develop, actively fulfill social responsibilities, establish a good social image, and build an international brand for China's new energy industry based on the alliance.
(III) Adhere to the bottom line thinking, eliminate vicious competition and collusion to raise prices. Strengthen the overall coordination within the alliance and effectively regulate competitive behavior. Allow healthy competition among enterprises of the same type within the alliance, but they should be united when developing overseas. All alliance members should adhere to the bottom line thinking and avoid vicious competition and internal consumption of the alliance.
(IV) Provide high-quality services and create win-win cooperation. Adhere to the principle of consultation, construction and sharing, attach importance to and strengthen communication with alliance members and domestic and foreign business collaboration. When alliance enterprises need to seek cooperation to carry out outbound business through alliance coordination, they must first choose from alliance members. Only when there are no conditions for cooperation within the alliance can they choose other partners; enterprises, financial insurance and various service agencies within the alliance cannot provide products and services to alliance members at prices higher than the market price and with better quality and service.
(V) Alliance operation mechanism: Use project consortium as a carrier and operate in a market-oriented manner; regulate business behavior and maintain market order. Alliance members should strengthen compliance management, realize legitimate interests through legal operations, establish the alliance's active, proactive and conscious maintenance of market order through standardized behavior, and strive to create a fair market environment and a good market order.
(VI) Comply with contract terms and strictly reform agreements. Alliance member units sign contracts for jointly implemented cooperation projects, abide by the spirit of the contract, give full play to their respective advantages, and actively promote projects.
